If you pay a stop fee, the lessor cannot enter into a rental agreement with another person within 7 days of payment. In this case, the owner must return the stop fee. It is important to formalize each housing agreement in writing (preferably in the standard tenancy agreement if you think you are a tenant). This means that if you rent a property to NSW, you have a standard official agreement with the owner.
